Nebraska joining Kansas in greatly increased burning

I find this article terrifying as someone in Nebraska who has asthma and has suffered badly this winter. Not only is the Parks service greatly increasing the acreage of its burns (2,000 acres in one burn in the Niobrara alone this winter), and not only is Kansas flooding Southeast Nebraska with smoke from grassland burns which are visible from space as a series of huge red fires, now they are introducing legislation to increase burning on private lands. Nebraska/Kansas is already a special monitoring site for the EPA. You can see the smoke plume over the state on EPA clean air sites throughout the spring. The article says they will begin burning in winter too- is there no end?
