Purpose of the Meeting

The South Coast Air Quality Management District (AQMD) staff has scheduled a Public Workshop to present and solicit information and suggestions from the public regarding Proposed Amended Rule 445 – Wood-Burning Devices and Proposed Amended Rule 444 – Open Burning. The proposed rule amendments are intended to implement 2012 Air Quality Management Plan control measure BCM-01 [Further Reductions from Residential Wood-Burning Devices] and BCM-02 [Further Reductions from Open Burning]. The proposed rule amendments are scheduled for a May 3, 2013 Public Hearing.

Air Quality Objective

Adoption of the Proposed Amendments will reduce fine and coarse particulate emissions from wood burning devices and will assist in the attainment of State and federal ambient air quality standards.

Summary of Proposed Amendments

Rule 445 – Wood-Burning Devices

Clarifies rule applicability to solid fuel cooking devices.
Requires commercial firewood facilities to label solid fuel products for sale to inform the public of the Check Before You Burn program.
Lowers the threshold used for the mandatory winter burning curtailment program from 35 to 30 µg/m3
Establishes a mechanism where the mandatory winter burning curtailment program would apply Basinwide if a no burn day is forecast for a source receptor area that exceeds the 24-hour PM2.5 standard.

Rule 444 – Open Burning

Adds a definition for product testing and clarifies product testing exemption.
Establishes a winter season burn restriction consistent with AQMD Rule 445.

The proposed amended rules also include minor changes intended to improve rule clarity.
